About Glacial Hills RC&D

Organization

The Glacial Hills Resource Conservation and Development Region Inc. is a 501(C)(3) organization tax exempt under the IRS Code. It is a nonprofit corporation chartered by the State of Kansas. The Glacial Hills Resource Conservation and Development (RC&D) Region Inc. is a rural development organization based on the development and enhancement of natural, economic and human resources serving Atchison, Brown, Doniphan, Jackson, Jefferson, Marshall and Nemaha counties. The RC&D is governed by a 21 member Board of Directors comprised of three members from each of the seven counties. Each board member is a volunteer citizen representing the interests of their county. The Board governs the policy, direction and activities of the RC&D organization. The bylaws allow up to five sponsors from each county and the Council wants to expand the diversity of sponsors to include other organizations and agencies. Staffing support of an RC&D Coordinator and Program Assistant is provided to the Glacial Hills Resource Conservation and Development (RC&D) Region Inc. in a unique public/private partnership through the USDA Natural Resources Conservation Service. Most project and program funding comes from grants received from local, state and federal agencies.

History

It was officially authorized by the U.S. Secretary of Agriculture in January, 1991. The Resource Conservation and Development program was authorized by Public Law 97-98 in 1962 and is administered by the USDA Natural Resources Conservation Service. In November, 1989, an Ad Hoc committee was formed to make an application for an authorized Resource Conservation and Development area. Common needs and problems were identified to exist in the similar six county region of northeast Kansas. The Resource Conservation and Development program was identified as an excellent vehicle to address these similar issues on a regional basis.

Vision

To be the acknowledged regional organization that facilitates natural, economic and human resource initiatives.

Mission

Our mission is to coordinate assistance to the northeast Kansas region by facilitating initiatives that foster development of natural, economic and human resource partnerships that enhance the quality of life; expand opportunities for economic growth; and sustain community viability.
